Prioritized USEP Tenets
Election Reforms• Replace single choice voting with ranked choice voting in primary and general elections• Replace single member districts with larger multi-member districts• Replace state winner take all Electoral College votes with Top-Two vote getters receiving proportional integer Electoral College votes
Flat Income Tax• All U.S. adult residents and businesses pay a proportional share (flat rate) in funding the federal government’s operating expenses• Seek a constitutional amendment capping citizen and business annual income taxes at a maximum combined federal and state tax rate of 25%
Medical Care as a Societal Responsibility• Medical care based on socialized programs for preventative education, primary attention, and emergency care• Private medical programs available at individual’s expense as an alternative to social programs and to support elective and cosmetic procedures
A Levelled Age of Majority / Adulthood• Combines all adult rights and responsibilities into a single age (e.g., 18)• Civil ceremony and documented recognition of new adult passing from childhood to adulthood
Licensing of Firearms• Firearm and owner licensing coupled with certified training
A Well Financed Unified National Defense• Supported by young adult national / civil service programs
National Identity Card• Used to verify citizenship or immigration status• Used to verify eligibility for medical coverage• Used when applying for driver’s and firearm’s licenses
Regulated / Reformed Civil Litigation (Tort Reform) • Damage caps on how much an injured person can receive after a successful lawsuit• Does not limit punitive damages level which will go to affected sector of society (e.g., road, food, medical etc.) safety programs
